Over the past three years, homelessness has emerged as one of Quebec’s most pressing social challenges. The issue has grown significantly, with an increase of nearly 20% across the province. While homelessness is receiving increasing attention, the analyses and proposed solutions often present a fragmented view of a complex reality. The homelessness crisis requires a collective response. Each level of government must act within its area of responsibility and contribute, in a coordinated manner, to sustainable solutions that meet the scale of the need. The financial resources required are far greater than those that have been allocated to addressing this complex issue to date.

This conference aims to provide a realistic and coherent overview of the situation by drawing on the insights of experts who have already spoken on the issue and by proposing a legal and financial framework that can serve as a springboard toward a lasting solution.
