Program overview

BLOCK 1
BLOCK
1

Maintain and modernize: making the right collective choices

Aging infrastructure and growing needs require difficult choices: which interventions should be prioritized, how can we assess the cost of delaying action, and how can we preserve the essential services that keep the metropolitan region running? This first block will examine the trade-offs between maintaining existing networks, modernizing them and developing new infrastructure, drawing on the recommendations of the Chamber’s White Paper.

Discussions will also focus on ways to improve how we manage our infrastructure: better understanding the condition of existing assets, preventive maintenance, long-term planning and the adoption of innovative solutions.

Finance and deliver: creating the conditions to move projects forward

How can we mobilize more capital and turn investments into completed projects? This second block will explore revenue sources, the contribution of institutional and private investors, and new financing models suited to emerging projects. Discussions will examine risk-sharing and the complementary roles of public authorities, project owners and businesses, while considering costs over the entire infrastructure life cycle.

The discussion will also address the changes needed to accelerate project delivery, including regulatory and administrative streamlining, better coordination of approvals, procurement modernization and the selection of appropriate delivery models. Concrete examples will explore how collaboration among project owners, engineering firms, builders and innovative SMEs can improve cost and schedule management.

This block will feature focused discussions on major transportation projects, their next steps and the conditions required for their successful delivery. It will examine their contribution to the efficient movement of goods, the mobility of people and the attractiveness of the metropolitan region.
